The paper frames that readiness through five drivers, each independently buildable and each carrying a measurable cost-of-capital implication visible in debut pricing and in ratings movements across the life of a deal. Drawing on the completed rated transaction record and interviews with issuers, investors, advisors, and legal participants, it maps the progression platforms follow from bilateral financing to repeat issuance under a master trust.
